yes, was able to reproduce it when going back to draft mode from a started experiment

I've been getting this for draft experiments that have never been started.
And no. No tabs above it.

Tabs also gone in this one, though from the Overview screen. Also in draft. Also never launched. I figured I was just being pushed to config the analytics from the new bottom component.

Yes, we're working on moving all pre-experiment config on to one screen.
I think there will be some future changes here. As for your old draft experiments that are stuck in the results tab without any results showing, you can bail out by adding 
#overview
to the end of the URL in your browser to get to the overview page.
