In experiment analysis, is it possible to count only those users (and their conversions) who have completed the full conversion window and thus their state is final: either converted or did not convert. I think I saw/read about this kind of feature but can't find it anymore

You can add an activation metric

If you click the 3 dots next to the results update button and go to Configure Analysis, there's a setting for that
