10/20/2023, 1:05 PMThat should not be the case. The rules evaluate in order from top to bottom. If a user is in the experiment that you think should be hitting the forced rule, then there should be a reason they aren't hitting the forced rule.
Can you use the tester at the bottom of the feature page to check the logic of your rules?
