what is the difference between creating a new experiment and creating a new phase within an experiment?

Effectively not too much - the new phase means that your experiment tracking key, datasource, metrics and some other thing will be the same

so starting a new phase is like starting a new experiment with the same tracking key , data sources and metrics? would the older phases have any effect on new phases?
