I'm not able to reproduce this error. Did it happen when you submitted or when you clicked the "A/B Experiment" radio button?

it's when hitting create
will dig further into it
seems like it might happen specifically when no environments are enabled
in the code, it seems to assume that a "dev" environment will exist
but we have no such environment

ah, that makes sense. When you add a rule we add it to all enabled environments. Have to figure out what to do in that case. What environments would you expect it to add the rule to?

I'd think probably all of them
The env being enabled seems unrelated to the env's config
