If I have two experiments Exp1 & Exp2 with Assignment Attribute = user_id (v2) and overlapping attribute targeting. For a new user, if it is assigned to Exp1 and I am running multiple experiments, will that user be also qualified in other experiments in the future?

yes, they will be included in multiple experiments unless explicitly excluded
