For growthbook self hosted with pro licensing enabled, do it incurs cost of CDN and bandwidth as is the case of growthbook cloud pro licensing. Do I need to pay only for the seats we have in self hosted ?

For self-hosted, no, there are no CDN requests and so no API/CDN costs
