If I have an experiment rule set up that has attribute targeting and traffic set to 10% does that mean: a. Of a 10% selection of all users, if they meet the attributes, enrol in experiment or b. Of all users who meet the attributes, select 10% and enrol in experiment ?

The latter.
Actually, I think they're the same.
But under the hood how it works is that whenever a user hits an evaluation point, we check their attributes. If they pass the attributes, they then have a 10% chance of being in the experiment.

What's the difference between attribute targeting and prerequisite targeting?

They can be used for some of the same goals, but prerequisites are other features in growthbook, but attributes are things you set in growthbook SDK.
