It's just if there's a way to still randomly allocate the control/variant and then if they accept cookies, we'll set it and make sure we're serving the same treatment on return visits. This is to avoid the case when a click on "Accept cookies" renders the SDK and variant then and thus resulting in a huge flicker for all new users.
