Why can't I change the Traffic Percentage on this screen?

How did you arrive on this screen? If you click "traffic percent" then you can change overall traffic. If you click "variation weights" then you can change the variation splits.

I wanted to change the variation weights in a experiment that was running but it wouldn't let me change the split % values because the field was blocked
