The main feature toggle turns the feature on or off - when it’s off, nothing will be included in the feature request, when it’s ‘on’, the full rules will apply - so it will evaluate the rules and if it has none or none match, it will serve the default value. We wanted to make it clear that that default value only applies when the feature is enabled.
